New version of the Form EY3

Ofsted have just released a new version of the Form EY3 – the form registered settings need to submit to Ofsted about any changes to the Registered Person: Leavers and their replacements.

There is also a new section to complete about people authorised to submit the setting’s SEF and liaise with Ofsted (e.g. submitting change of details, payment of registration fees etc.).

Please destroy any old versions (dated 2012) and replace with the 2016  version available at:  https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/546575/EY3_changes_to_individuals.pdf.

This form needs to be completed and posted to Ofsted – it is not available on Ofsted Online.

Safeguarding Publications Updated

The DfE have updated and re published 2 of their safeguarding documents – Working Together to Safeguard Children which contains protocols on how to protect the welfare of children and young people and What to do if You Are worried a Child is Being Abused, which contains procedural advice to use when you have a safeguarding concern.

There is also a publication by Rights4me that helps explain to young people how they are safeguarded.

Early Years Pupil Premium for 3 and 4 yr olds

With the Early Years Pupil Premium (EYPP) being rolled out nationally from April 1 for all PVIs, childminders, maintained schools and academies taking 3 and 4 year olds in provision of Early Years Funding, here are some of the resources you could use to be prepared for it.

From Sept 2015 Ofsted will be assessing how you are using your EYPP and the impact it is having on the children it is being claimed for, so it will be your responsibility to evidence this. The resources listed could be able to help you do this. Case studies with examples of good practice on how to use the funding can be found on the foundation years website. EYPP guidance from DfE for providers and local authorities.

Early Years Toolkit from the Education Endowment Foundation. The Early Years Toolkit is an accessible summary of educational research that provides guidance for early years professionals on how to use their resources to improve the learning of disadvantaged children. The Toolkit currently covers 12 topics, each summarised in terms of their average impact on learning, the strength of the evidence supporting them and their cost.

Disqualification of Workers in Ofsted Registered Settings

Within the EYFS Sept 2014 document, there is information regarding the employment of persons who have been disqualified themselves or by association see points 3.14 and 3.15.

The DfE advice is that employers “should ask existing employees working in Early and Later years settings and those who are directly concerned in the management of such provision to provide the relevant information not only about themselves but also about a person who lives or works in the same household as them”. You can signpost staff and volunteers to the full DfE guidance, it is useful for them to read and understand what disqualification is prior to declaring their disqualification status. If employees are concerned about a disqualification and the impact it could have on their employment, Ofsted have an information sheet on applying for disqualification waivers. Due to this process being implemented, it may mean you have to update some of your policies and procedures (e.g. Child Protection, Safeguarding, Recruitment, Support and Supervision) to reflect the need to know about disqualifications, we have samples here at BAND you can access, please contact your Development and Support worker for further advice. BAND also have a sample declaration you can use to give to staff, management members and volunteers (if appropriate) for completion, which confirms their disqualification status and that of those in their household. This can then be stored in their personnel file. It is also important that you ask everyone on a regular basis in case their status changes, we recommend that this is done in the same way you ask about changes to cautions and convictions and medication people use. Again you can contact your support worker for advice on this, or a copy of the declaration.
